  14.              STATEMENT OF THE COMMUNICATIONS DIRECTOR

  16.      President Clinton designated Mayor Ray Flynn as Ambassador 
  17. to the Holy See because he has the highest respect for the 
  18. Mayor's ability as a powerful advocate on issues of conscience 
  19. and social and economic justice throughout the world.  The 
  20. President has enormous admiration for Mayor Flynn's abilities and 
  21. has the highest confidence that he will be a powerful and 
  22. persuasive proponent of America's commitment to human rights and 
  23. human dignity.

  25.      The international community is rallying to address famine in 
  26. Africa, the ravages of war in the Balkans, and the scourge of 
  27. poverty and AIDs and enduring abuses of human rights throughout 
  28. the world.  The Vatican, with its moral authority and its network 
  29. of humanitarian organizations, is a crucial player in 
  30. international efforts for peace and justice.  The U.S. Ambassador 
  31. to the Holy See has an important role to play.

  33.      The President has made the promotion of human rights and 
  34. human dignity a cornerstone of our foreign policy.  The President 
  35. fully expects Ray Flynn to bring the ingenuity and vigor and 
  36. determination he has brought to the crusade against hunger and 
  37. poverty in the United States to his mission to the Vatican.

  39.      President Clinton has designated a close friend and a 
  40. national figure in social justice as Ambassador to the Holy See 
  41. to signal America's commitment to work closely with the Vatican 
  42. and with others around the world to these issues.
